Microsoft explains why it killed Windows phone activation

In December, Microsoft unexpectedly removed the last remaining method for activating Windows without an internet connection. Now we know why.

Updated April 14th, 2026: Microsoft recently published a new support page with an explanation of why it discontinued telephone activation of Windows: “Beginning December 3, 2025, the traditional telephone-based product activation automation process has been moved from telephone to online. […] The new digital workflow provides a more secure, reliable, and user‑friendly activation experience and helps prevent fraud.”

Anyone who calls the phone number used for Windows activation is now informed by a robotic voice that activation is now only possible online and that they should visit aka.ms/aoh.

In other words, while the specific PC on which you want to activate Windows doesn’t necessarily need to be connected to the internet, the license activation itself must be done online via the product activation portal using a secondary device such as a smartphone, tablet, or PC that’s connected to the internet. A Microsoft account is required, but it doesn’t need to be linked to the Windows PC.

Original story from January 5th, 2026: According to Neowin, Microsoft has killed the final method for activating Windows without an internet connection—that is, activation by telephone. It appears to have been discontinued a few days ago.

Microsoft hasn’t officially announced the end of telephone activation, and the corresponding menu item in Windows is still available. But users have reported that the corresponding function no longer works, and that only a short voice message is played when calling the telephone number. According to user reports, anyone who calls the Windows activation number in the US will only hear this message:

Support for product activation has moved online. For the fastest and most convenient way to activate your product, please visit our online product activation portal at aka.ms/aoh

Microsoft still explicitly mentions the option of telephone activation for Windows 11 and Windows 10, and even for Windows 8.1 and Windows 7. Telephone activation is also explicitly mentioned on this Microsoft support page. Nowhere does Microsoft say that it has officially ended telephone activation, but perhaps that announcement is coming.
